Admin can read the matrix. Only a Super Admin can add or change role definitions and privileges.
Never delegated, even with full system access: managing roles and privileges, creating Admin accounts and changing a user's role. Approvals still need a different person, and accident handover still needs photo evidence.

Phone notifications (Firebase)
